Just in case you haven't seen we're trying out an all Neutral game and All v
All. It's got some specific rules and we're voting on them at present. See
below and get in touch if you are interested (off the list please if you
can).

2) Allegiance
a) Neutral throughout for everyone. (Note non-Neutral Items won't be usable
by Neutral nations so that's the one reason I can see for allowing changes
of allegiances which seems fine to me. Encounters are another reason - so as
a DS you could get more Dragons...
and so on.)
b) Allow allegiance change freely.
3) Nations to be removed - I'll make the nations of opposing alignment so
that the game doesn't end.
a) Noldo and Dwarves.
b) Quiet Avenger and Northmen
c) Some other combination?
4) Defining Win
a) We use the Istari rating as a relative success ratio - see below.
Highest ratio wins.
b) Use Victory points (with Victory Conditions included) at the end of turn
20.
Istari rating for the 10th position as the mean for that nation. You get
your Victory points (with VCs included) divided by that 10th position for a
rating value.
For reference: Nation: VPs (without VCs) 1: 1117, 2: 900, 3: 925, 4: 1275,
5: 1175, 6: 1225, 7: 1350, 8: 1167, 9: 1450, 10: 1500, 11, 1283, 12: 1017,
13: 1184, 14: 1150, 15: 1125, 16: 1042, 17: 1450, 18: 1117, 19: 1233, 20:
1342, 21: 1550, 22: 1583, 23: 1300, 24: 925, 25: 1400. So if as the Woodmen
you scored 1500 VPs then you're overall rating for this game would be
1500/1117 = 1.34.
Note allegiance is not relevant to this so 5 DS, 4 Neutrals and 3 FPs could
split who wins at the end of the game with Northmen (DS if allegiance
changes are allowed) on 1500 Vps (modified or not as suggested), Cloud Lord
(Neutral) on 1400 Vps and Harad (FP) on 1300 Vps.
5) Replacing of dropped nations.
a) None?
b) Normal replacement - no player allowed 2 nations.
6) Determination of set-up
a) Random determination of nation?
b) Or random with a list of 5 nations you don't want? If so list the 5
nations you don't want to play.
7) 20 Points allocated to one or two characters? We'll sort this out.
8) Do you want play?
a) Yes
b) No
Rules: This is new and untested. I'm reasonably sure (to very sure) that it
will work, but not 100%. We'd possibly need to fix things mid game. Anyone
joining would have to play with that understanding. When I get the results
back I'll send out the complete rules with the set-up. I might need to
email everyone again so please respond quickly if you can. Each nation will
start off Neutral, with disliked relations to everyone in the game.
20 points to characters: You can allocate 2x10 or 20 or 10 points on one
character and 10 on another. These points can be added to a characteristic
of any character but can't be added to Stealth, nor can they bring that stat
above 40, nor if you increase Mage rank do you get an extra spell.
The 2 nations not played cannot be affected in ANYWAY - no steal gold,
assassinates, capture pcs, or anything at all. They might well stop your
armies moving through if you are of the wrong relations. With the set-up I'
ll send out everyone's contact details - after that I'll remove them (for
admin reasons at our end). No more than 2 players can join together.
