1) The items are random. Does that that item 'Ring of
Wind' is still around +40 agent, but isn't item 1. Or
that 'Ring of Wind' could be a +500 combat item ?
2) So how can curses be obtained ? I'm thinking
encounters
3) the nations don't get the little maps at game
start.

I think you meant to ask about whether the Kingdoms
each get a turn 0 recon of all starting capitals.
At least, that's what I'm curious about. Under
GSI/DGE they did, and I've been assuming that
Harlequin also gives them out, until you recently
mentioned that you didn't think so.
So, do the Kingdoms get turn 0 recons of all nations?
Wow, if not, that seriously weakens the Kingdom positions,
not being able to put together a world map. They are
blind like anyone else -- worse, since everyone still
know where most of the starting Kingdom pc'sare -- and
may not even know of an enemy on their doorstep until
he/(she) strikes. It also makes it possible for
a nation to try to set up in an undetected loation,
increases the value of a hidden capital, etc. And also
changes the dynamics of the game, requiring lots more
scouting to find the enemy, giving more value to palantir
and scrying, etc.

Generally the same type of thing for items. So the ROW would still be agent

Encounters and random spells for new characters.

Um? Don't understand. Do you mean the generic map like in 1650/2950 - you
get a map of your locale if that is what you mean.
The Kingdoms get the starting map unless explicitly asked for in the game.

That means 'no' ?
'the kingdoms get the starting map'.
There are two maps. The big block of squares that
everyone gets every turn, and on T0 the kingdoms might
or might not get the recon maps that show all other
nation's capitals. I think these maps have a one hex
fudge factor, so a hidden capital wouldn't be in the
middle of the recon.
Since you referred to a single map, I think you mean
the big map that we all get.
'Unless explicitly asked for'
this means that the normal rules could be overturned
if <unknown people> agreed to it before the game.
The unknown person could refer to the kingdom players,
so unless they ask for the recon maps, they don't get
it. But what sort of idiot would refuse that sort of
information ? And they would be 'a little bit upset'
if they didn't realise they could have gotten the
recon maps if only they asked.
The unknown person would be the majority of the
players. So the kingdoms could get the recon maps if
the majority of the players asked for, and agreed to,
suppling the recon maps to the two kingdoms.
atually if you said 'starting maps', then it means
that the kingdoms get the recon maps as default unless
players agree before the game not to supply it.
Can you clarify ? I would like to know do I grovel to
the kingdoms for the maps, or do I just kill them ?

Normal rules are that the Kingdoms get a recon of the area close to all the
nations in the game on set-up. However, we do run some FA games where we
don't send out the maps. It could be a Grudge game, it could be that a
pre-game agreement (majority of the players) said they don't want the map
etc.
