If one had a life they would not respond to tell others to get a life.
All the world is a game, just the rules vary. Should take none of it too serious. Are you telling me taxes is not a game? Please...
So smile and live your own as best as you can...
Umm seriously guys umm get a life. A. This is a Game. B. It was just a silly poll. C. THIS IS A GAME. NOT REAL LIFE.
To answer your question Brad it most cases I think it is wrong not to declare your intentions, but there are times when I am feeling like a B-word that I cannot use here that I will use the suprise attack.

Ok, well I guess the issue is you are not asking the right question, or not getting the answer you want. The answer is your choices are unacceptable. Honor vs Silly/stupid whatever. Perhaps Strategically sound vs unsound.
But then again if the enemy has treated one well and with "honor/honour/ornery or lets say "respect" my words, then that would weigh upon whether honor is even part of the equation.
Just as terrorists, criminals, and madmen do not apply to the Geneva Convention, the wording of your poll does not apply to the question.
Now try an objective poll and maybe it will be answerable. But to ask someone to insult a desision or idealize one without any details makes no sense but rather speaks volumes as to ones mindset.
For instance one would be led to think you do not think one can be honorable/honourable and silly at the same time. Perhaps in one persons mind it is silly while in anothers it is honorable. Kind of like sacrificing your own life as a soldier so an ungrateful society can continue. One may see the soldier silly while another resects his honor/honour. While I find it silly to warn your enemy weeks in advance (like Fallujah) before you risk soldiers lives, others may find it honorable to help save the lives of those that shelter your enemy. While others find nothing honorable but only seek combativeness.
Socrates would put you through/thru the ringer if you tried such reasoning with him.
So do you wish to entertain real ideas, or waste ones time?
Your answer is
"#3 IT ALL DEPENDS" Not any Ice Cream flavor
Any further questions please refer to above answer.

Again, you guys are the ones writing "Stupid".
And the question was pretty straightforward, has nothing to do with "Why" to declare... There are millions of "reasons TO" declare, I've played neutrals 16 times, I know...
The simple question was regarding announcing to your enemy that you're going to attack them BEFORE you do so. That's it. Every game is different, every situation is it's own, I'll accept that. But as a general rule:
Is it the Honourable thing to do? (Commonwealth)
Is it the Honorable thing to do? (American)
Is it Silly to waste your surprise advantage?
You know, a simple Chocolate or Vanilla type choice, so you prefer pecan butternut swirl...I'm not apologizing for not offering pecan butternut swirl. I'm also not apologizing for not running my wording through the "don't mean anything or imply anything lest it offends someone" committee. This is mostly in jest, meant to be fun, etc, veil it as you will.

I cannot reply to such limited choices. The variables as to why and how neutrals declare I believe transcends Honourable-Vs-Stupid. The thought process involved needs more than 2 boxes by my book.
Is this a poll or a veiled statement?
