Maybe a semi-customizable setup? One in which the basic position is defined
but players have some ability to modify it (in a fourth age manner)? This
way, perhaps, an experienced player would know roughly what kinds of
opponents he is facing and where they are, but wouldn't have a complete
listing of all enemy setups and characters at game start? Victory conditions
which more reasonably reflected which powers were effective in hurting the
enemy might be good also. Slowing character movement by terrain or possible
enemy opposition could be interesting, but would be brutal for widely
scattered nations. Perhaps if new characters could be named in pop centers
other the capital (perhaps with a chance of failure?), that might help them
somewhat?

I would be interested in this. We can play with the program to a certain
extent which I think during a slow hour or ten we will play with at some
time in the future. For example we recently found the Encounter program
(very far in the inards of the 'putor I can tell you) - and that looks like
