I like that! Maybe, rather than failure, you could reduce the character's
maximum attributes.... You're less likely to find that experienced worldly
mage or leader of men in the village of Ragnok sort of thing.The idea of players reallocating their start ups is also very interesting.
After all, the great names were known to all throughout Middle Earth, but
you couldn't be sure where they were at any given time. (It seems that half
the books have one character or another saying that So-and-so is "west of
here" or something along those lines.) The great population centres were
known to those who led nations, so they probably shouldn't be changed.Gavin
