How about a Glamour spell. Stops agent and/or emissary orders within a
hex.
Would only stop stealing, kidnapping/rescue, assassination, and
Influence Other and doubling and bribing with possible loss of bribe.
Would be cast against a single character only, and last 1 turn.
Character would still be able to move, refuse, and non-aggressive
orders. As an option it could be used against Army commanders as a hard
spell.
