Another newbie question.

Order #950 Relocate Capital

Any chance a commander with skill rank of 33 will sucessfully execute
this order?

Or is it one of these gotta be a commander with 40+ "easy" orders,
i.e., change tax rate?

Any feedback would be great!!!

Facts: Not sure if this matters...

Playing 2950 game. Current capital loyalty between 64-74. Tax rate:
59%. Potential capital loyalty between 64-74.

Yes he has a chance though I don't know how certain. I've moved a
capital with a 30 Comm on the first try but dunno if that's usual or
just dumb luck.
