Newbies and powerful nations

Well,

1) Newbie pays extra per turn whereas the more experienced player gets an equal amount of discount.

2) Newbie likes the game more, longer term view. retention of more players lowering the absorption of overheads thereby paying for the reduction in turn costs for the more experienced.

3) Advertise the fact that you guys at ME are happy to help with game questions. Each game has a nominated GM not just a GM for all games.
You can also for free enlist the help of others in this role. There are quite a few people who would be happy to do this for free I am sure.
You then dilute the problem of newbies getting important nations!

Who's going to pay for this?

I have tried this with some variation and had some success but also without
any success in around 50% of them as well.
