I am sensing a theme here, Clint...something about...getting your turn in?
You are right in the fact that some games communicate, and some do not, but I would put this forward, in a game where 1 team communicates, and 1 team does not, I would venture a guess that the team that communicates will fair much better and will usually win. Having been on a couple of really good teams, that didnt communicate and LOST. Why? Because the other team made coordinated strikes. There are a couple of incredibly powerful nations, but in general, in a 2 on 1 situation, the 1 loses, and teams that communicate do coordinated strikes. Now you may say "Duh, if one team communicates, and the other doesn't, of course the one who communicates has the advantage..." but at the same point..."Duh, if you don't get your turn in, you won't win!".
Communication can be an offset to player skill. Now, sometimes player skill, understanding of the rules, and experience playing the game can even offset a 2-1 advantage, but often 2-1 can offset skill. That is a question of variance where there are so many shades of gray, all of them can't be covered. But yes, teams that communicate can lose to teams that don't.
IMHO.

communication and others do not. You can "tootle" along at your own pace
in many games. Some players and teams need a lot of communication, but
they are rarer than the others. I would estimate that 1 in 3 is intense
communication or high levels of commitment.Checking the games that get won and lost the factors that apply are:
1) Getting your turn in.
2) Getting your turn IN!!!!
3) Not Special Servicing
4) Getting your turn in.....
5) Competent orders
6) Team-work.Clint (GM)
As a player the major concern I have is that my team-mates get a turn
in. Anything else is a bonus. If players on my team want more advice
I sometimes am able to help there as well.Clint (Player)
