Newbies - Sheltering or Encouraging?

I am picking up two separate lines of thought on the issue of
newbies in MEPBM games. That is...

1) Sheltering - i.e., limit newbies to a few select positions until
they can get enough experience to play a more "powerful" nation.
Ultimately, the decision as to which nation the newbie plays is not
with someone else.

2) Encouraging - inform newbies which nations are "powerful" or
difficult to play, advising that these are not very good for
learning the mechanics of the game due to the "critical" role they
play in the games outcome. Ultimately, the decision as to which
nation the newbie plays is with the newbie.

Take a step back (some of you a big step) and put yourself in the
shoes of a newbie. Which option would you prefer?

Now, I will take a huge step forward and put myself in the shoes of
a veteran. Which option would I prefer? Give the newbie a shot...

But you are a tolerant open-minded fellow, and you've given both lines of thought benign labels. Encoraging is the preferable one obviously. The sheltering one can often mean giving the newbie a nation not thought to matter to much, and then leaving him to struggle. The problem however comes with the fact that some newbies, when "encouraged" would label the "help" less positively as "telling me how to play", "being arrogant", "slagging me off", "flaming me". It can be very hard to "encourage" a newbie, when he's intent on doing something crazy and damaging to the team's progress.
