Oathbreakers Riddle

Hi, all.

Had this old riddle:

Devised in the second but died out there as well
revived in the third the history does tell
Used by those who stood in highest stead
Their words alone brought the direst dread

and gave the answer "Oathbreakers"

but to no avail.

That's the answer listed on the common riddle sheet, from Bobbin's
and elsewhere. It also looked familiar, but I couldn't find it on any
old turns.

Anyone had success with this? Other suggested answers?

Could it be Nazgul?

They were around in the second age, and fled after
Sauron fell. They reemerged around 1000 TA, they were
used by Sauron, and their cries caused people to quail
in fear.
