By African, European, Asian and Latin American standards one civil war in 225 years is a rock of stability. The US was not 'unable" to pay its UN dues but chose not to do so as a political tactic. When the UN removed a certain African administrator and changed certain policies the dues were paid. Point made--thank you Newtie.
