Yes some of the games we run have a orders that can be run as the player
chooses. Mostly though there is a fixed time in the turn when orders are
allowed to work.
Part of the design for ME seems to be specifically so that you cannot do
some orders if the impact of an earlier order affects you. Eg 255 (capture
PC) to stop a 408 order (or 690 for a 728 order etc).
