One for the Refs

My question concerns army movement.

Does an army that begins a turn supplied with food benefit from the
supplied movement rate even if the amount of food in the army is
insufficient for a full turn?

Example: 1000 Heavy Cav that begins a turn with 1000 food. Will it be
allowed to move at the supplied rate for the full turn, or only for
the first half of its movement allowance?

I will not get full movement. You have to have food in the army stores
after maintenence to get full move.... Besides that 1000 food is only
enough for half.

Answer is neither.

The army will eat all of the food before the movement
phase begins, therefore it will move at the penalized
4/3 rate for the turn. There is no "half and half"
movement. It's either all or nothing. For this 1000
Heavy Cav army to have normal movement for the turn,
it would need a minimum of 2001 food in the baggage
train (the cav would eat 2000 food, and there would
still be food left in the train for when the movement
phase starts). This is of course assuming the cav is
in the middle of nowhere, and not at a friendly pop.

In fact, the army doesn't actually have to eat at all to get full movement, as long as
it has at least 1 food by the time the 850 order comes along. The movement penalty
ONLY comes into play if the army has no food WHEN THE 850 ORDER IS PROCESSED. For
example:

2 armies in same hex at turn start.
Army A - 2000 HC / 0 food
Army B - 100 HC / 201 food

Army A morale will drop without food, and B will eat all but 1 food.
You Transfer Command from A to B, (so morale loss is irrelevant). Now, Army A+B has
2100 HC and 1 food, and will get FULL movement for the turn. (All for the cost of 200
food.)

Make sure you use the transfer command (780) order
instead of the transfer troops order (355 I think) for
this to work. If you use the transfer troops order
(miscellanous command instead of 780 with is a skill
command) then the army the troops are transfered to
have to feed those troops.
