Order 650 (to kill hostage)

I've a commander (who has an hostage), in a pop center of mine. I've
an agent, too (in the some hex).
Can i give (to the agent) 650 0rder ? Or should the agent FIRST get
the hostage from the commander (640 order)?

Just answered in PBMforum for ya, but here goes again.

The agent can 650 without taking the hostage. Any agent of the same
nation in the same hex as a character of the same nation with a
hostage may 650...

HOW many hostages can one character keep in his magic bag of
holding. I have got three thus far, has anyone heard of holding
anymore.

There's a game limit as well as the normal limit. Only seen it reached
happen once.
