Does anyone know whether army encounters happen before or after 870 ???

After. Hire the army and move to the location of Gandalf or Sauron
and move join as many characters as you can. The NPC moves off the
next turn so you can't move out and move back.

Move to Sauron or Gandalf hex and hire army. 870 all available
characters and get encounter. He will leave next turn so you can't
move out and move back. In #79 I picked up 38 points of command rank,
25 of agent, 88 of emissary, 22 of mage and three lost list spells.
Din Ohtar got summon storms, Morlammen Teleport and Voisiol Weakness.
