I have 2 armies at an enemy village, and was wondering do I have to
submit attack orders to both of them for them both to attack the
village? And is attacking all of the troops in one army, better than
attacking with 2 armies, if the commanders have the same rank?
Also I want to combine the two armies into one, but not have to spend
an extra turn doing so, because both are due to march to another hex,
to attack there next turn. Is there someway to do this without issuing
a "Transfer Command of Army" order?

Use the transfer troops order 355, just transfer all the troops to the
commander that you want to use afterwards.
The only problem is that the commander who transfers won't join the army.
You can still attack as 355 is a misc order.

There's additional downside to the Transfer Troops order method. You lose
baggage other than food and any char.s w/ the army don't transfer to the new
one, but rather simply "leave" the army. Other minor stuff too, but don't
have time/energy to drag that out of my memory atm ...
