This is not entirely true. I have seen in one game that an army overran
100DW troops when they moved into the hex, which was 2212 (And it was
revealed - City/Citadel). The army had about 4500 troops.
He moved from 2112 to 2212 which can't be done evasively.

So overrun on fortification may occur when 1. enemy forces
succesfully evade fortification. 2. AND is discovered by army in hex
with less than 1000 troops and less than five times in number of
overrunning army.

It is very unlikely that your army can be overrun in its own
fortified pop center since these fortifications would normally stop
the large army from advancing out of the hex - overrun occurs when an
army attempts to advance out of a hex, not upon entry into the hex.
The only exception would be if the large army was moving evasively.
Then, it is possible that they may be able to bypass the fortified
pop center without being seen and then encounter (and possibly
overrun) the smaller enemy army. However, there is only a chance of
this and the larger the army, the harder it is to move evasively. See
details on page 30 in the rulebook.
In the case of overrun, all of your characters will be killed.
Nothing is discussed in the rules about what will happen NPCs, but
one could assume that some NPCs (like Dragons, who might not be
directly alongside the army) would be able to avoid the overrun and
simply depart. Some might not be so fortunate...

Might just be that 940 CstLoSp, 434, 2212 - casting reveal is done
after army movement or some such. I don't think GSI feed us wrong
info. Though this is an interresting discousion
