1) All skills up to that which is Searched on are in Red. Why not only the one being searched?

What exactly does casting rank mean for every single character anyway?
It works with searching for spells. For example, if you put 428 for spell ID and Casting Rank >=50 then you'll find all 428s with a casting rank >=50 for that spell (items are included).
