Picked Up Nations

I can vouch for that. I recently saw a FA nation picked up that had

5 characters and 2

Pop Centers left! I've also seen a neutral nation picked up well

past the allegiance

change deadline where it was the only neutral nation that had not

declared. Not much

chance of victory there. (Maybe neutral nations that are picked up

as standbys after

the allegiance change deadline should be allowed to change

allegiance?)

If I picked up such a nation that had no chance and couldn't even
contribute to any side, I'd spend my free turn retiring all the
characters.

Some people like to play "difficult" nations. That's okay with us.

Oh wait. In Fourth Age can a single neutral nation, that stays
neutral, win a game? Maybe I misunderstood. If it can win a game,
that would indeed be different.

They can win - but it would be very hard to arrange. You do see the odd
game run to late turns with few players left in it and then they could win -
but I doubt it
