Oh wait. In Fourth Age can a single neutral nation, that stays
neutral, win a game? Maybe I misunderstood. If it can win a game,
that would indeed be different.

They can win - but it would be very hard to arrange. You do see the odd
game run to late turns with few players left in it and then they could win -
but I doubt it
