I would just want that a nation can't be dropped and picked up by another after a certain point like a dozen turns, unless it is a coordinated thing (i.e. the nation doesn't really drop, but merely transfers to another player due to personal reasons or whatever). I would expect that a nation could be picked up at any time until about that 12 turn time, so it just means you either take a risk they won't be picked up or you force the bankrupcy. But after that point, once they are out they are out.

be hard though. One of the reason we allow nations to be picked up is that
players invariably drop games - there are always the odd player drop out.
(2950 we have a lot of drop outs). So that games don't die when they have
not got a fair chance for the game to develop we allow players to pick up
nations.So what do players want? We'll see if we can accomodate this.
