Victory Points are based on pop centers, gold, armies, character skill points.
The "Victory Conditions" like most arties, most kills, etc, are fluffy bonuses.
Where agent rules have affected Victory Points as an average over time, it would
have affected them only marginally, and fairly across the spectrum of more than
one particular nation.
