As if that was not already obvious to the casual observer. No one, certainly no GM, said that was wrong. Harley has made the business decision to fill each and every vacancy as it opens. They are accepting what comes with that decision, even if the "law of unintended consequences" are at work.
Bad things have happened in the past, are happening in the present,
and will surely happen in the future. There are all types doing
all sorts of odd things. The ratings reward team play. They won't
have a drastic affect on individuals' motivation to go around getting
crazy - we're seeing stupid, amoral, and potentially unethical
things happening all the time. What's the cause for it now?
Nothing that the ratings will cure and nothing the ratings will
make worse.
Heck, I just heard about someone offering to send another player
a money order for his ex-teammates pdfs... (his nation was
eliminated) No Istari rating to worry about, no GWC to claim.
If this happens after the ratings are in use, is it suddenly their
fault? Please.

We're certainly not. We've made strong moves to reduce cheating wherever we can and to have a single standard that we put across the board.
