If the pop center is someones victory condition, it will remain as a
ruins and can be recamped even after the limit (it can require a
decent emmy to do so, however.) If you show up and it doesn't say
"the ruins of ...." then I've found it to be no different from any
other hex.

The hex remains a VC for the nation that had it in the first place,
and the new name of the pop center appears on his/her list of VCs. I
have actually seen this.

In a previous game when someone did this, the person with the VC saw the
new name on their front sheet! But that was GSI and I don't know if
Harley would do the same. In any event a rebuilt PC at the requisite
location still counts even with a new name.

The name of the victory condition changes, but the hex remains.
I got an uncover secrets that some nation had 2409 (Goblin Gate at
start) as a victory condition, except it was named Rangers Hold.
Sure enough, I went there (as the cloud lord) and it was a Dunadan
Ranger pop center; it had been burned in the early going.
