There have been a large number of games with
precommitted neutrals. These have all been Rhu DS,
Dun FP, and then either Harad or Corsairs DS, the
other FP. Corsairs as FP gives the FP a huge navy
advantage, Harad as FP gives the FP a v solid economic
power in the south.
Easterlings I have seen either DS or eliminated at
game start, with pop centres divided btwn FP and DS.
This seemed to work quite well at first, but because
we (the DS) lost I think it is too kind on the FP 
If playing again I would propose East eliminated with
all pop centres going to the DS.
However recent changes in the effectiveness of agent
orders see DS significantly weakened... so perhaps
they need the Easterlings in their entireity....
