How about assigning only certain positions to
prisoners ? They get early parole for playing those
hard to place nations?
Furthermore, the imaginative parole officer might see
certain nations as being more beneficial to certain
types of criminals (for example, Mike Tyson would
surely benefit from playing the Dunland a few times?)
Taking it to its logical conclusion, those that do not
learn might only be offered games that punish - how
about The Keys of Medokh (1990 version)? Actually, on
second thoughts, I wouldnt wish that on anyone
