Not sure, but I can find out.
Prisons do NOT routinely read outgoing inmate correspondence.
Yes and no. It depends what risk catagory the prisoner is in. In the case of the
sort of people that people on this list are most concerned about, I am assured by
both prisoners and prison authorities that if such an inmate were to start sending
and receiving letters from non-family members, they would regularly (and randomly)
be checked and read.
