I saw it once before several years ago.

I have finally gained proof if it was needed that I do have the worst dice
rolling ability in the world of Middle Earth.

I had an army commander try to buy food (1 unit) for his army so he could
move at full movement points this turn. Despite there being over 55000 in
the market and my nation holding another 50000+ my commander was unable to
buy his 1 unit of food and therefore the army did not move at full movement.

I quote "The product bought was changed because it was above market levels"
!!!!!!!!!

Has anyone else ever done this ?
