No, I don't think so. But my thoughts on the matter would depend on which
encounter it was.

Laurence,
The encounter was the Celgor vampire encounter. The character who got the encounter was not in an
army while the character who attempted to react to the encounter was IN an army but was not the
commander.

The reply from Harley did not state that being IN an army had any effect on my ability to react to
an encounter in the hex, just that you can't always take an encounter reaction for another
character (i.e. character #1 gets an encounter and character #2 issues a 285).

Remember that they moderate the game but did not program it. They can't be
expected to be thoroughly conversant with every last nook and cranny. Your
added detail rings an old rusty bell somewhere in the back of my head about
characters in armies not being able to react with character encs, and I
think your experience proves that they cannot. It's the only logical
explanation I can think of. Anyway, it's a good time of year I understand
to be planting out your garlic seedlings...
