Thanks for the info Steve. My issue is that I had ANOTHER character
react to the encounter so that the character who initially got the
encounter should not have had to use their "default" reaction.

react to the encounter. The result is that character
A will NOT give the default "flee". (Only one
character can have the encounter and is character B
takes it than A won't.)
The exception to this is that if it is a non-army
encounter, then a character in an army can't
sucessfull react to the encounter. Therefore,
character A will still have the encounter.
Also, IssPers is not the same as ReacEnc. If
Character A has an encounter, Character B issues a
personal challenge to the subject of the encoutner,
and Character B dies in the challenge, then Character
A will still have the encounter using the default
"flee".

I think that character B can react to the encounter, but only if he wins
initiative.
There are times when character A suffers the FLEE option and character B
can't react to the encounter, for it has been triggered by character A
default FLEE option (unless character A and B are in the same company).
