Let's just give it a shot, I can't believe that many people are that small minded that they'll play so selfishly just to get a high rating.
And the roleplayer in me says that if they did then it would be well in keeping with the "real" Middle Earth where nations often acted out of self interest rather than in the common good . . .
Let's just give it a whirl and see what happens.
