What we have operating here is the Law of Unexpected Consequences. The roleplayer in me agees with you. Gandalf spent half his time running around trying to keep the FP on the same page. Denethor was certainly no "Team Firster". Theoden might have been Saruman's puppet but he certainly wasn't Gandalf's puppet.

And the roleplayer in me says that if they did then it would be well in keeping with the "real" Middle Earth where nations often acted out of self interest rather than in the common good . . .
