Does the new limit take affect on turn 11 when I send in my turn 11
orders, or after turn 11 has been run? So can I have 15 Characters on
turn 10, and name 2 new ones on turn 11?

It's on your sheet - just after PCs if you are allowed to have new
characters. Turn 11 (that you send back) allows extra characters.

It takes effect after turn 10 has been run, so you can have 15 characters
on your turn 10 result sheet, and name two more in your orders for
turn 11.
