Does the Dwarf SNA Scout/recon at min 50 count for ScoChar and
ScoArea?

Yup. With that SNA, ANY Dwarven character (agent, mage, emmy, comm) can do ANY scout
or recon order at level 50. If the character would have a rank higher than that, then
it gets the better scout.
Come to think of it, if you took that SNA, as well as the +20 scout (or double scout),
would you get the benefit of both? I don't know the answer to that one.
