outside the game to make an inactive nation look better. Don't forget there
is another side that helped bankrupt the nation that just dropped. They
might say 'why bother' if GM's step in to work against them.
I suggest that the side with the inactive nation be the only
one who can throw in any money.
Just keeping the list of who got turns in (processed, SS,
etc) I think is good enough

I like this! But it requires GSI (I think) to buy in, not just Harly (or DGE).
Program change, not "set-up" change. Hope I'm wrong.

.. nice idea! However its my understanding that Harlequin have no
control over this sort of programming change. By all means suggest this
to GSI, but I wouldn't expect a reply, let alone action.

turns but unfortunately it is not our option to change the program.

No. Sorry David, but even this is a disruption of game balance, and
unfair to the opposition.
As the opposition, you might have gone to a lot of effort to damage the
nation economically. You may have your best assassins sitting in the
capital of the dropped player (when they could have been elsewhere).
Only normal NatSells - i.e. by characters in the capital should be
allowed. And you can't really program for saving actions - it might be
that the character in the capital needs to move out an army in a
blocking manoeuvre as the action required to save the nation, rather
than perform a NatSell. It needs a HUMAN stand-by player, to make the
appropriate decisions. In most of my (team) games, there is usually
someone prepared to play the dropped position until a proper stand-by
can be found. BUT if nobody steps forward to submit the orders, then
that nation should be considered abandoned by its leaders, and should
suffer the consequences (for which the opposition have been working).
