There's no "dis" or "agree" about it. The program checks to see if there is food in the baggage train at the time of movement. If the answer is Yes, it gets full movement. 1 food is enough. This is fact, not opinion.

Doesnt matter that it only has 100 food left at the 800 orders, its was
considered fed at the 400's and has at least 1 food left. It doesnt matter
