Question about navies recruiting troops.

I need assistance from the salty-dog players and assorted brain-trust of the MEPBM community. I have two questions:

If you remove a harbor from a non-shore or plains hex, can you still recruit troops into a navy from that pop center? If not, can you transfer troops or transfer another army to that navy?

The rules seem a bit vague on these points, so any answers to them will be greatly appreciated. Definitive, educated answers would be fantastic.

A navy can do things one would assume “only an army” can do, if “it is able to become an army”. It doesn’t necessarily become an army (anchoring ships), but has to be able to. Non-shore/plains hexes without harbours do not allow a navy to become an army if it wanted to, thus all those orders that require this stipulation will not work. Read the details of the 355 order and you’ll see what I mean. (7th edition…)

Here’s the situation:

Pop Center in non shore hex with harbor

Army Commander @ Pop Center

Navy Commander @ Pop Center (considered offshore)

Here’s the question:

If I have the Navy Commander 357 (TrShp) transports to the Army Commander and then have the Army Commander 460 (RmvHar), will the newly created Navy Commander be able to 830 (MovNavy)?

My hope is that by transfering the transports to the Army Commander he will immediately become a Navy commander and be considered “offshore”. If that is the case, then the subsequent removal of the harbor should have no ill effect on the newly created Navy.

I’d appreciate any advice. Thanks in advance from a first-time player.

Short answer is yes, you will be able to move your navy even though there is no harbour (as you aren’t required to “anchor” your ships to move a navy).

Note the opposite is not true, if you have a navy in the same situation trying to move as an army, it won’t (as it can’t anchor).

Hope that helps, navies are confusing and can be very frustrating, even after playing this game for years, I still make silly mistakes with navies! Though maybe its just me…
