Question on army movement

If anyone knows the answer to this question, help would be appreciated. Our
gaming group has ben unable to agree on an answer.

    What determines which army moves into an adjacent hex first, each army
using 850? For example, FK army in 3224 moves west into 3124 and an NG army
moves east into 3224 on the same turn. Who would move first, and what
determines it?
    Would one army using 860 give it an advantage over an army using 850 in
the same example?

Random in this case as terrain costs are the same. Also, we are presuming
both are fed.

No.

Now I'm ready to be proved wrong, but as I understand movement, just right
1 - 14 across on a sheet of paper.
Each number is a movement point or "beat". You ENTER the hex AFTER you pay
ALL the costs, including Bridges, Out of Food, etc. Force Marching just
gives you two movement points which come AFTER point 12 is used up.

Clever use of movement and H orders can REALLY be a nifty way to screw up an
enemy's movement. In your NG/FK example, if the NG player was out of food,
FK SHOULD finish its movement points first everytime.

Now reverse the movement and have NG trying to get away by moving one hex
west as FK moves in. NG SHOULD get away every time.
