This can be tricky sometimes. In my experience the new camp seems to "hide"
the encounter to some extent. In a recent game, I had an emissary die from
a chance encounter in a hex. A couple turns later, our team identified
which important artifact it was! I sent my other emissary there (not the
swiftest learner, eh?) who did not get the encounter, so she made a camp
and moved on. Various LAT's throughout the ensuing 5 turns continuously
confirmed the presence of the artifact, even though I had a high level mage
sitting there and issuing Investigate and 900 for 3 turns. An enemy
character also showed up at one point, presumably looking for this
particular toy. It was 2 more turns before I finally got the encounter
again and this time survived and picked up the trinket.... I also tried
React during this time to no avail. Not a good answer for you I think.

To get the artifiact do you investigate a non-existant encounter, or
try to simply pick up the artifact using 900???
