It has not been removed. I'm in a game now past turn 15 and a Neutral
is still neutral and is saying things to the effect that it is not in
his best interests to declare yet. He's been telling us that for

I was referring to the aspect of rankings based on VPs. The official ignoring of VPs results in far less of this selfish play than occured in the bad old days. If you do not like the situation above, then you should quickly register your opinion against any ranking system.
