Reacting to an encounter on KS

Hi everyone,

I had an encounter with a character and tried to react with another that was at the same hex. They were not in a company together.
My turn results showed this with the first char:

“He was forced to flee the encounter. See Encounter messages.”

The char who tried to react with an active response had this answer:

“She was ordered to react with the encounter. See Encounter messages.
She could find no unusual circumstances to react with in at XXXX.”

At the encounter section I had the FLEE resolution of the encounter…

Did anything changed at KS scenario regarding this subject?

Perhaps it depends on which character acted first? Even without an order, FLEE is an action. If it processed that one before the other character’s reaction, it could produce this result.

That’s only a theory, but I’ve seen it one other time.
