Could a commander of an army react to a dragon encounter instead of the character who had the encounter?
No, army or company commanders cannot react to Character encounters. Anyone else in the hex can, mind you. Once an encounter is “triggered”, a 285/290 can/will be processed. If more than 1 character issues the order, the char who goes first is determined in the same way that the program determines which army goes first…

Characters with an army can’t have character encounters so a character that did 870 and successfully joined an army would not be able to get the encounter.
