This is based on Emissary Rank vs the Skill Rank of the target character. The greater my Emissary Rank is compared to the target rank, the cheaper the character will be to Recruit. Got that.
Question: Is that Natural or Modified emissary rank? Anyone know? I’d love it to be modified, so I can convince my allies to go steal the Pectoral…
