The trouble with upgrade/downgrade relations is not that it has to be
done, it's that it's so hard to do !
These order should be easier to complete although I like the idea that
more levels of relationship would be a more accurate reflection of actual
events.
RD: No no no! More levels makes more complexity which makes orders even
MORE difficult!
Perhaps a slightly different set up could be incorporated, N.Gondor to
start at hated vs Fire King ( and vice versa ) but only disliked ( or some
new intermediate level ) vs Witch King ( for example ).
Having played neutrals I agree that it's a pain having to set up all your
relationships, it makes me wonder why Rhudaur dosn't go Free more often and
save some orders !

RD: Why faf about like this? The 1650/2950 scenarios are very simple in
terms of international relations. There are friendly, neutral, hostile.
The DS are hostile to everybody who is not DS.
All DS start neutral towards other DS.
Elves are hostile to DS
Dwarves are hostile to DS
'Good' Men are hostile to DS
Elves, Dwarves and 'good' Men should start neutral towards each other,
therefore need to up relations to each other in order to fight effectively
as a team.
It should be possible to attack a neutral (thus, Elves Dwarves & 'good' Men
could fight each other if they were stupid enough; similarly, orcs could
fight amongst themselves unless their leaders are strong enough/clever
enough to unite under Sauron's banner).
When fighting neutrals, troops do not show quite the same enthusiasm as
fighting hostiles. Ie, 10% bonus when fighting hostiles.
The nations which GSI calls neutrals obviously start as such, neutral to all
other nations.
