Hey, does anyone know how to calculate the resulting loyalty after transferring a PC to another nation with a 949 order?
Add both emie ranks and divide by four.
Example E44 transferes to E30
44+30 = 74
74/ 4 = 18,5
New loyalty 18.
You sure about this? There are lots of theories floating around, the most common one I’ve heard is that the new loyalty rank has something to do with the emmy ranks of the two emmies involved AND the loyalty of the population center being transferred.

I can tell you for certain that this formula is incorrect. I know this to be true from records of actual transfers in games I have played in and know that this while it may be close is not an accurate formula. More than that I will not say, Fog of war and all that
When you recieve a pop center, no matter how good your emissaries are, the loyalty after the transfer can not be greater than what it was prior to the transfer.
Can anyone confirm or disconfirm this from experience, cause this would have a big impact if true.
Without checking all my PDF’s from all my games to verify, I would say this is correct… The loyalty of the pop center being transferred will be lower than what it was before the transfer.

I’m confirming from experiance. 
A pop center with 17 loyalty was transfered by a 71 emissary to a 54 emissary and was recieved at 16 loyalty.
Loyalty is 1/2 the average of both emissary ranks.
I have seen my formal to be correct every time. But I have to admit that the loyalty of the pop center was always higher before the transfere. It could be that if you start with a low loyalty that the highest loyalty you can reach is 1 point lower than before the transfere.

Having transfered a 1 loyalty pop centre and it coming in at 1 I suspect you are correct but 1 is the lowest number is comes in at
