and my guess on overruns for neutrals is that yes, this can happen as only
relevance seems to be size of matching armies. if of same allegiance, walk
through., otherwise, if blocked, then overrun can come into play

There must be a difference in relations to have an
armed conflict. To overrun another army you must have
an armed conflict.

If the relations between two nations are both at
neutral you cannot have an armed conflict.

If the larger army has downgraded the neutral they
could overrun that nations army. That would be the
only way a "neutral" could be overrun.
