Yes.

If two companies are in the same hex, members of the companies can switch by just joining the other company.

The thing you have to watch out for is company size. If one company is at 9 members (including commander), no more can join it. If someone tries to leave it at the same time, you risk failure because of the random order of the joins.

Also, I know from personal experience, that if you want to combine two companies, you can use TrComm to do that.
There's a gotcha there too, if the total of the two companies is > 9 the transfer will fail even if you tell the commander to not join the new company.

i.e.
company A has 5 members, including commander
company B has 5 members, including commander

TrComm will ALWAYS fail, even if one of the commanders says he won't join.
TrComm for companies is apparently implemented as everybody joins then commander decides to leave immediately.

Interesting - according to the description of the Transfer Command order you can only do it if "New Commander is not a Company Commander". I assume that only applies when transferring an army, then, but it's not clear in the rule book.
