Even issuing the order will generate a rumor, so one way to take
advantage of that is to have a lot (or as many as possible)
crapcharacters move your capital to various camps/villages across the
map, and then have one good character transfer the capital to the
chosen location. All the relocations to popcenters lower than MT will
of course fail, but will still generate a rumor.
That way you might drown the opposition in rumors and they might not
be able to figure out where your new capital is.
