I have several questions about how this advantage operates.
1. How does Stealth/artifacts affect it? If I have an A10 with 10 stealth does he scout as an A50 with 10 stealth? If he has a +10 agent arty does he scout as a 50 or as a 50+10? What if I have an e30 with an agent artifact, does the arty apply to the scout?
2. If non agents can do the skill-scout orders, like sco char, does it still take up an agent order if your agent does it? I assume it does, but I could see it going the other way.

A very fine question. I'd like to hear the moderator's
response to this. If I had to guess, I'd say that
agent artifacts do not help, i.e. the A10 arty won't
help. I'm not so sure about natrual stealth or
stealth artifacts.

The rulebook says you can do at most one order of each
type. It lists certain exceptions such as spellcasting
but apart from those, I would think that characters
would be subject to this rule, even though they have
this SNA.
So in my opinion, an agent could not both assassinate
and scout for character. But s/eh could assassinate
and do a recon, of course.

If you are playing (say the Dwarves who get the scout at 50 special) and
issue a scout order to an agent, that will be the agent order used up. What
makes it worse is that the scout will be at 50 even if your agent rank is
greater than that.

I don't believe that is the case, it would be a perversion
of the system and of the SNA. The reason Dwarves can
all get scouts is that they have thrushes working for
them, just as in LOTW. The birds fly around and help
gather information. If you have a 60-pt agent, he
would be crazy to rely on the birds when he can do it
better himself.
