It's not leap years. The winter solstice was on the 22nd in years 2002 and
2003 and will be on the 22nd in 2006 and 2007. Big question is though are
turns processed on the 21st still Fall or do they move into Winter? I found
turns processed on the 20th and 22nd and they were Fall and Winter but not
the 21st.
